On 27 March 2023, DPRK leader Kim Jong Un reportedly inspected the country's nuclear weapons. A nuclear warhead called "Hwasan-31" - intended to be used for several different nuclear delivery systems - was revealed during this inspection.

In March 2023, the United Nations Institute of Disarmament Research (UNIDIR) conducted a field experiment, simulating an on-site inspection to verify the absence of nuclear warheads at a military site. As part of the experiment, UNIDIR, in collaboration with Open Nuclear Network (ONN), tested the applicability of commercially available satellite imagery to support the inspection.

This paper explores lessons to be learned from the process and framework of the negotiations under the Joint Comprehensive Plan of Action (JCPOA) with regard to conflict mediation and trust-building, especially during the early stages of negotiation. The findings are based on an analysis of numerous interviews with those involved in the JCPOA negotiation process and on the study of relevant publicly available interviews and commentaries.
