The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To prohibit the provision of bunkering services to DPRK vessels suspected of carrying prohibited items, unless provision of bunkering servies is necessary for humanitarian purposes or until such time as the cargo has been inspected, and seized and disposed of if necessary.
To authorize all Member States to seize and dispose of prohibited items.
To call upon all Member States to inspect vessels, with the consent of the flag State, on the high seas, if there are reasonable grounds to believe that the cargo contains prohibited items.
To expand measures to apply to all arms and related materiel, as well as to financial transactions, technical training, advice, services or assistance related to the provision, manufacture, maintenance or use of such arms or materiel. To prohibit foreign currency transactions with individuals and entities designated by the ROK government and by the UN Security Council or the Committee established pursuant to UNSCR 1718, unless approved by the Governor of the Bank of Korea.
To designate 3 entities for asset freeze who are related to DPRK's nuclear-related, ballistic missile-related and other weapons of mass destruction related programmes.
To freeze all property and interests in property of the DPRK or a DPRK national that were blocked pursuant to the TWEA as of June 16, 2000, and remained blocked as of June 26, 2008.
To prohibit US persons from registering a vessel in the DPRK, obtaining authorization for a vessel to fly the DPRK flag, or owning, leasing, operating, or insuring any vessel flagged by the DPRK.
To prohibit any transaction by a US person or within the US that evades, avoids, or violates sanctions.
To prohibit any conspiracy formed to violate sanctions.
To designate individuals, corporations or organizations who are related to proliferation of weapons of mass destruction for financial sanctions, including restrictions on financial transactions and freezing of assets. *Last update on March 24, 2020.
To require any person who intends to transfer strategic items or items that are suspected to or could be used in DPRK's weapons of mass destruction programmes to the DPRK to obtain permission from the Minister of Unification.
To ban transit movement through the territory of the Russian Federation, export or transfer to the DPRK of the following goods: arms and related materiel as defined by the Executive Order No. 518 of August 15, 2005; all items, materials, equipment, goods and technologies determined by the UNSC could facilitate DPRK’s nuclear-related, ballistic missile-related or other weapons of mass destruction-related programmes; and luxury good as listed in Attached Form.
To prohibit entry into or transit through the territory of the Russian Federation of individuals and their family members who are responsible for supporting or encouraging the policy of the DPRK and its nuclear-related, ballistic missile-related or other weapons of mass destruction-related programmes. At the same time, nothing in this paragraph obliges Russian Federation to refuse its citizens entry into the territory. This measure also does not apply if the travel is justified by a humanitarian need or consistent with the purposes of UNSCR 1718.
To prohibit carrying out financial transactions with the funds available on Russian territory of the DPRK’s legal entities, individuals persons, entities or individuals acting under their instructions who are participating in or provide support for DPRK’s nuclear-related, ballistic missile-related or other weapons of mass destruction-related programmes. Except for funds required to meet basic expenses and to cover extraordinary expenses, only if the Committee has been notified of such a decision and approved it, and funds that are the subject of a judicial, administrative or arbitration withholding or decision.
To ban provision, receipt or use of services or assistance, which are related to the technical training of specialists and the supply, manufacture, operation or use of prohibited items mentioned in the second and third paragraphs of paragraph 1(a) of this order.
To prohibit acquisition of items mentioned in the second and third paragraphs of paragraph 1(a) of this order, or their transportation using ships and aircraft under the flag of the Russian Federation.
To restrict or ban the exportation and importation of goods when it is necessary to perform duties to maintain international peace and security under treaties on trade entered into and promulgated pursuant to the Constitution of the Republic of Korea and generally accepted international laws and regulations. *Last update on March 23, 2013.
