The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To apply special economic measures in order to implement UNSC resolutions.
To deny approval for the export of luxury goods listed in the annex. To ban intermediary trade transactions, denying permission for transactions related to the sale and purchase of luxury goods exported from third countries to the DPRK.
Not to issue export license for the export of weapons of mass destruction-related goods to the DPRK.
To prevent any transfers to the DPRK of technical training, advice, services or assistance related to the provision, manufacture, maintenance or use of the prohibited items.
To call upon Member States to take cooperative action including through inspection of cargo to and from the DPRK, as necessary.
To prevent the entry of the persons and their family members designated by the Committee or by the Security Council as being responsible for the DPRK’s nuclear-related, ballistic missile-related and other weapons of mass destruction-related programmes. Except for travels justified on the grounds of humanitarian need.
To freeze the funds, other financial assets and economic resources of those designated by the Committee or by the Security Council for supporting DPRK’s nuclear-related, other weapons of mass destruction-related and ballistic missile-related programmes. Except for financial or other assets that are necessary for basic expenses, necessary for extraordinary expenses, subject of a judicial, administrative or arbitral lien or judgement.
To prevent the supply, sale or transfer to the DPRK of luxury goods.
To prevent the supply, sale or transfer to the DPRK of all items, materials, equipment, goods and technology which could contribute to DPRK’s nuclear-related, ballistic missile-related or other weapons of mass destruction-related programmes. To prohibit the DPRK from exporting, and to prohibit all Member States from procuring all items covered above.
To prevent the supply, sale or transfer to the DPRK of any battle tanks, armoured combat vehicles, large calibre artillery systems, combat aircraft, attack helicopters, warships, missiles, missile systems, or related materiel including spare parts. To prohibit the DPRK from exporting, and to prohibit all Member States from procuring all items covered above.

To prohibit sales of any items any item on the US Munitions List as in effect on August 8, 1995, and to terminate sales of any defense articles, defense services, or design and construction services to the foreign person who are identified in a report submitted pursuant to section 2(a).
The President shall submit to the Committee on International Relations of the House of Representatives and the Committee on Foreign Relations of the Senate a report identifying every foreign person with respect to whom there is credible information indicating that that person, on or after January 1, 1999, transferred to the DPRK goods, services, or technology listed on NSG, MTCR, AG, WA and CWC, or not listed but which would be prohibited for export because of their potential to make a material contribution to the development of nuclear, biological, or chemical weapons, or of ballistic or cruise missile systems.
To prohibit procurement of any goods or services from and importation of products produced by the foreign person who are identified in a report submitted pursuant to section 2(a).
To deny licenses and to suspend existing licesnes for the transfer of items the export of which is controlled under the Export Administration Act of 1979 or the Export Administration Regulations to the foreign person who are identified in a report submitted pursuant to section 2(a).
