The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To confiscate items found during inspections carried out pursuant to paragraph 1(в) of the Executive Order № 871 of 02.12.2013 which are prohibitied pursuant to the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010, № 871 of 02.12.2013 and this order, and to destroy them if necessary.
To deny the entry of vessels into the ports in Russian Federation, if there are reasonable grounds to believe that the vessel is owned or controlled by individuals or entities included in the sanctions list of the UN Security Council 1718 Sanctions Committee, or that there are prohibited items on board pursuant to the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010, № 871 of 02.12.2013 and this order. Except if the entry is required due to an emergency situation, return to the port of registry, for the purpose of inspection, or if the Committee determines in advance that such entry is required for humanitarian purposes or other purposes consistent with the objectives of UNSCR 2270.
To deny permission to any aircraft to take off, land in, or fly over the territory of the Russian Federation, if there are reasonable grounds to believe that there are items on board the aircraft prohibited pursuant to the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010, № 871 of 02.12.2013 and this order. Except in cases of an emergency landing and landing for the purpose of inspection.
To prohibit registering vessels in the DPRK, obtaining authorization for a vessel to use the DPRK’s flag, and owning, leasing, operating, providing any vessel classification, certification or associated service or insuring any vessel flagged by the DPRK. * Executive Order of the President of the Russian Federation № 484 of 14.10.2017 adds: Prohibition of registering vessels in the DPRK, obtaining authorization for a vessel to use the DPRK's flag, and owning, leasing, operating, providing any services for classification, certification and related services does not apply if the UN Security Council 1718 Sanctions Committee approves in advance. Prohibition of insurance or reinsurance of DPRK flagged vessels, owned, controlled or operated by the DPRK does not apply if the UN Security Council 1718 Sanctions Committee approves in advance that such activities are carried out solely for humanitarian or livelihood purposes and will not be used to generate income by citizens and organizations of the DPRK.
To prohibit leasing or chartering of vessels or aircraft, or providing crew services, to the DPRK. This measure also applies to any individual or entity in the sanctions list of the UN Security Council 1718 Sanctions Committee, any individuals or entitiy facilitaing the evasion of implementing measures pursuant to the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010, № 871 of 02.12.2013 and this order, any individuals or entity acting on their behalf or at their direction, and any entity owned or controlled by them. * Executive Order of the President of the Russian Federation № 484 of 14.10.2017 adds: This measure does not apply if the UN Security Council 1718 Sanctions Committee approves the relevant activities.
To inspect cargoes located in the territory of the Russian Federation or transiting through the territory of Russian Federation, which have originated in the DPRK, are destined for the DPRK, are registered as a result of the provision of intermediary services by the DPRK, its citizens, or individuals or entities acting on their behalf or at their direction, are located in their ownership or under their control, or individuals or entities included in the sanctions list of the UN Security Council 1718 Sanctions Committee, or are transported through DPRK-flagged vessels or aircraft, in order to prevent evading the implementation of measures pursuant to the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010, № 871 of 02.12.2013 and this order.
To expel an individual who is not a citizen of the Russian Federation from the territory of the Russian Federation, if such individual works on behalf of or at the direction of an individual or entity included in the sanctions list of the UN Security Council 1718 Sanctions Committee, or assists in evading the implementation of measures pursuant to the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010, № 871 of 02.12.2013 and this order. This measure shall not apply to individuals whose presence in Russian Federation is related to the implementation of legal processes, medical purposes, humanitarian or security reasons, or if the Committee determines that the expulsion of such an individual would be contrary to the objectives of the relevant UNSC resolutions.
To block all property and interests in property of the persons listed in the Annex to this order.
To expel a DPRK diplomat or a representative of the DPRK government from the territory of the Russian Federation, if such individual works on behalf of or at the direction of an individual or entity included in the sanctions list of the UN Security Council 1718 Sanctions Committee, or assists in evading the implementation of measures pursuant to the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010, № 871 of 02.12.2013 and this order. This measure shall not apply to individuals whose presence in Russian Federation is related to the implementation of legal processes, medical purposes, humanitarian or security reasons, or if the Committee determines that the expulsion of such an individual would be contrary to the objectives of the relevant UNSC resolutions.
To prohibit entry into or transit through the territory of the Russian Federation of individuals listed in Appendix No. 1 and individuals acting on their behalf or under their instructions.
To prohibit carrying out financial transactions with the funds available on Russian territory of individuals or entities listed in Appendix No. 1 and 2, and to any individuals or entities acting on behalf or at their direction and entities owned or controlled by them.
To ban the transit movement through the territory of the Russian Federation, export or transfer to the DPRK, and acquisition or transportation of the following goods: any items, except for food and medicine, and technologies that can contribute to the implementation of the DPRK’s nuclear-related, ballistic missile-related or other weapons of mass destruction-related programmes and directly contribute to the development of the operational potential of the DPRK armed forces; any items intended for repair, maintenance, restoration, testing, copying and marketing; and all types of weapons, including small arms and light weapons, and related materiel, as well as the related financial transactions, technical training, advice, services, and assistance. This measure shall not apply if the activity is carried out solely for humanitarian or livelihood purposes, which will not be used to generate income nor be associated with any prohibited activity.
To freeze all property and interests in property of any persons determined by the Secretary of the Treasury: to be responsible for or complicit in, or to have engaged in, the receipt or use for commercial or competitive advantage or private financial gain, or by a commercial entity, outside the United States of trade secrets isappropriated through cyber-enabled means; to have provided financial, material, or technological support for any activity described in sections 1(a)(ii) or 1(a)(iii)(A) or any person whose assets are blocked pursuant to this order; to be owned or controlled by any person whose assets are blocked pursuant to this order; or to have attempted to engage in any of the activities described in sections 1(a)(ii) and (1)(a)(iii)(A)-(C).
To freeze all property and interests in property of any person determined by the Secretary of the Treasury to be responsible for or to have engaged in cyber-enabled activities originating from outside the US that are reasonably likely to result in a significant threat to the national security, foreign policy, or economic health or financial stability of the US. Malicious cyber-enabled activities have the purpose or effect of: harming, or otherwise significantly compromising the provision of services by, a computer or network of computer in a critical infrastructure sector; causing a significant disruption to the availability of a computer or network of computers; causing a significant misappropriation of funds or economic resources, trade secrets, personal identifiers, or financial information for commercial or competitive advantage or private financial gain; or tampering with, altering, or causing a misappropriation of information with the purpose or effect of interfering with or undermining election processes or institutions.
To prohibit the export of helicopters and vessels to the DPRK.
To prohibit the import of statues from the DPRK.
To prohibit the import of copper, nickel, silver and zinc from the DPRK.
To restrict the import of coal from the DPRK by imposing following conditions: the export must be unrelated to the DPRK’s nuclear or ballistic missile programs or other prohibited activities by UNSC resolutions and to the designated individuals or entities, individuals or entities acting on their behalf or at their direction, entities owned or controlled by them, or individuals or entities assisting in the evasion of sanctions, as listed in Annex 1 and 2; and exclusively for livelihood purposes and unrelated to generating revenue for the DPRK’s nuclear or ballistic missile programs or other prohibited activities by UNSC resolutions.
To suspend the import of coal originated from the DPRK, from December 11, 2016 to December 31, 2016.
To prohibit any person that is owned or controlled by a US financial institution and established or maintained outside the US from knowingly engaging in any transaction with the DPRK government or any designated person for the imposition of sanctions described in § 510.201(a)(3)(vii) through (ix) and under an applicable Executive order or an applicable UNSC resolution.
