The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To prohibit the export, import and supply, or transfer of items listed in Attached Form 5 - DPRK related controlled items, materials, equipment, goods and technology related to weapons of mass destruction.
To prohibit the export, import and supply, or transfer of items which are likely to be diverted for the purpose of manufacturing, developing, using, or storing weapons of mass destruction, including items listed in Attached Form 6 - A watch-list of items tailored to the DPRK.
To suspend the import of coal originated from the DPRK, from February 19, 2017 to December 31, 2017.
To add the list of items and technologies prohibited to export to the DPRK, related to weapons of mass destruction and their means of delivery as well as dual-use items that can be used for conventional weapons to the DPRK.
To prevent specialized training or education of DPRK citizens on areas such as modern physics, advanced computer modeling and related computer science, geospatial navigation, nuclear, aerospace, aviation technology and related fields.
To extend the emasure specified in paragraph 1(в) of the Executive Order № 665 of 27.05.2007 to participation of the DPRK in technical cooperation activities with the Russian Federation regarding launches using ballistic missile technology, even in the case of launching a satellite or space launch vehicle.
To ensure that any individual or entity in the DPRK, or an individual or entity subject to measures of the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010, № 871 of 02.12.2013 and this order, or any individual or entity acting in the interests of them cannot file a claim for payment of any contract or any obligation, the execution of which is prohibited in accordance with aforementioned Executive Orders.
To extend the measure specified in paragraph 1(а) of the Executive Order № 381 of 27.03.2010 to the presence on Russian territory of instructors, consultants or other officials of the DPRK for the purposes of military, paramilitary, and police training.
To ban transit movement through the territory of the Russian Federation of luxury goods listed in Appendix No. 5.
To prohibit the supply, sale or transfer to or from the DPRK, individuals and entities acting in the interests of the DPRK of items listed in Appendix No. 4.
To prohibit the provision of private financial support for trade with the DPRK if this support may contribute to the DPRK nuclear program, ballistic missile program and other prohibited activities.
To close existing representative offices of Russian banks, bank accounts of Russian financial institutions in the DPRK, if there is information that the relevant financial services may contribute to the implementation of the DPRK nuclear program, ballistic missile program or other types of prohibited activities. The exemption is when the Committee determines that such representatives or accounts are necessary for the provision of humanitarian assistance, the operation of diplomatic missions in the DPRK and the UN specialized agencies or associated organizations, or for any other purpose consistent with the provisions of UN Security Council resolutions. To prohibit opening representative offices or bank accounts in the DPRK.
To designate, and block property and interests in property of, a person who is determined to be subsidiaries or agents of any person whose assets are blocked pursuant to section 104.
To arrest the vessels located on the territory of the Russian Federation, including its territorial waters, listed in Appendix No. 3.
To prohibit the opening of branches, subsidiaries, and representative offices of DPRK banks. To prohibit the establishment of joint ventures with DPRK banks and the equity participation in the ownership of DPRK banks. To prohibit establishment or maintenance of correspondent relationships with DPRK banks. Necessary measures should be taken to close existing branches, subsidiaries and representative offices, and also to terminate joint ventures with such banks.
To prohibit providing funds, financial assets and economic resources to individuals or entities named in paragraph 1(16) of this Executive Order, or individuals or entities acting on behalf or at the direction and entities owned or controlled by them. This measure shall not apply to funds, financial assets, and economic resources necessary for the operation of diplomatic or consular missions of the DPRK, and determined by the Committee to be necessary for humanitarian assistance, denuclearization, or any other purpose consistent with the objectives of a UNSCR 2270.
To freeze funds, financial assets, and economic resources owned by the DPRK government, Workers’ Party of Korea, or individuals or entities acting on their behalf or controlled by them, and related to the DPRK’s nuclear or ballistic missile programs or other activities prohibited pursuant to the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010, № 871 of 02.12.2013 and this order. This measure shall not apply to funds, financial assets, and economic resources necessary for the operation of diplomatic or consular missions of the DPRK, and determined by the Committee to be necessary for humanitarian assistance, denuclearization, or any other purpose consistent with the objectives of a UNSCR 2270.
To prohibit the sale or supply of aviation fuel, including aviation gasoline (code 2710 12 310 0 of the Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union (CN of FEA EAEU)), gasoline fuel for jet engines (code 2710 12 700 0 CN of FEA EAEU), fuel for jet engines (code 2710 19 210 0 CN of FEA EAEU), kerosene type rocket fuel (code 2710 CN of FEA EAEU) to the territory of the DPRK. This measure shall not apply if the Committee approved in advance that the transfer to the DPRK of aviation fuel is to meet basic humanitarian needs, and if the sale or supply of aviation fuel is intended solely for refueling civilian passenger aircraft located outside the DPRK for the purpose of flying to and from the DPRK.
To prohibit the purchase and transportation of gold (codes 7108, 7112 91 000 0 of the Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union (CN of FEA EAEU)), titanium ore (code 2614 00 000 0 CN of FEA EAEU), vanadium ore (code 2615 90 000 9 CN of FEA EAEU), and rare earth minerals (codes 2805 30 100 0, 2805 30 900 0, 2844, 2846, 3606 CN of FEA EAEU) from the DPRK.
To prohibit any person that is owned or controlled by a US financial institution and established or maintained outside the US from knowingly engaging in any transaction with the DPRK government or any designated person for the imposition of sanctions described in § 510.201(a)(3)(vii) through (ix) and under an applicable Executive order or an applicable UNSC resolution.
