It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To restrict the export of refined petroleum products to the DPRK: the amount shall not exceed 500,000 barrels from October 1, 2017 to December 31, 2017 and 2,000,000 barrels per year from January 1, 2018; The export must be unrelated to the DPRK’s nuclear or ballistic missile programs or other prohibited activities by UNSC resolutions and to the designated individuals or entities, individuals or entities acting on their behalf or at their direction, entities owned or controlled by them, or individuals or entities assisting in the evasion of sanction; and the export must be exclusively for livelihood purposes and unrelated to generating revenue for the DPRK’s nuclear or ballistic missile programs or other prohibited activities by UNSC resolutions.
To prohibit the import of textiles from the DPRK, unless written contracts have been finalized prior to the adoption of the UNSCR 2375 whose customs import procedures have been completed before 24:00 on December 10, 2017.
To prohibit the export of condensates and natural gas liquids to the DPRK.
To suspend the issuance of work authorisations issued to DPRK nationals. Except for work authorisations signed before the adoption of UNSCR 2375.
To additionally designate 3 entities and 1 individual for asset freeze pursuant to UNSCR 2375.
To prohibit the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose assets are blocked pursuant to section 4(b)(ii) of this order. To prohibit the receipt of any contribution or provision of funds, goods, or services from any such person.
To prohibit any transaction by a US person or within the US that evades, avoids, or violates sanctions.
To restrict the amount of crude oil to supply, sell or transfer to the DPRK that is in excess of the amount Member States supplied in the period of 12 months prior to the adoption of the resolution, unless a shipment of crude oil is exclusively for livelihood purposes and unrelated to the DPRK's nuclear or ballistic missile programmes or other prohibited activities.
To block all property and interests in property of foreign financial institution, in accordance with this section to meet the criteria set forth in subsection (a)(i) or (a)(ii) of this section
To prohibit the making of donations by, to, or for the benefit of any person whose assets are blocked pursuant to section 4(b)(ii) of this order.
To authorize sanctions on a foreign financial institution which knowingly conducted or facilitated any significant transaction on behalf of any person who is subject to sanctions or in connection with trade with the DPRK.
To prohibit the opening and prohibit or impose strict conditions on the maintenance of correspondent accounts or payable-through accounts in the US, in accordance with this section to meet the criteria set forth in section 4(a)(i) or 4(a)(ii).
To suspend entry into the US of aliens determined to meet one or more of the criteria in section 1(a) of this order.
To prohibit the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose assets are blocked pursuant to subsection (a) of this order. To prohibit the receipt of any contribution or provision of funds, goods, or services from any such person.
To prohibit any aircraft in which a foreign person has an interest that has landed at a place in the DPRK from landing at a place in the US within 180 days after departure from the DPRK.
To prohibit providing vessel classification services to vessels listed in Annex XVIII.
To prohibit the making of donations by, to, or for the benefit of any person whose assets are blocked pursuant to subsection (a) of this order.
To prohibit any vessel in which a foreign person has an interest that has called at a port in the DPRK within the previous 180 days, and that has engaged in a ship-to-ship transfer with such a vessel within the previous 180 days, from calling at a port in the US.
To freeze all property and interests in property of any person determined to be owned or controlled by any person whose assets are blocked pursuant to this order.
To prohibit any person that is owned or controlled by a US financial institution and established or maintained outside the US from knowingly engaging in any transaction with the DPRK government or any designated person for the imposition of sanctions described in § 510.201(a)(3)(vii) through (ix) and under an applicable Executive order or an applicable UNSC resolution.
