The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To prohibit entry into or transit through the territory of the Russian Federation of individuals listed in Appendix No. 1 and individuals acting on their behalf or under their instructions.
To prohibit carrying out financial transactions with the funds available on Russian territory of individuals and entities listed in Appendixes No. 1 and 2, individuals or entities acting on their behalf or at their direction, and entities owned or controlled by them.
To ensure that any individual or entity in the DPRK, or an individual or entity subject to measures of the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010, № 871 of 02.12.2013, № 729 of 29.12.2016 and this order, or any individual or entity acting in the interests of such persons cannot file a claim for payment of any contract or any obligation, the performance of which is prohibited in accordance with aforementioned Executive Orders.
To expel an individual who is not a citizen of the Russian Federation and works on behalf of a bank or other financial institution of the DPRK. Except in cases where the presence of such person in the territory of the Russian Federation is related to the implementation of legal proceedings, medical purposes, humanitarian necessity, or the need to ensure his safety, and also if the 1718 Committee determines that the expulsion of such person would be contrary to the objectives of UNSCR 1718, UNSCR 1874, UNSCR 2087, UNSCR 2094, UNSCR 2270 and UNSCR 2321.
To prohibit the provision of public and private financial support for trade with the DPRK, including the granting of export credits, guarantees or insurance to citizens or entities of the Russian Federation involved in such trade. Except as approved in advance by the UN Security Council 1718 Sanctions Committee on a case-by-case basis.
To close the existing representative offices and branches of Russian banks, bank accounts of financial organizations in the DPRK. Except in case the UN Security Council 1718 Sanctions Committee determines in advance that such offices, branches or accounts are necessary to provide humanitarian assistance, to carry out the activities of diplomatic missions in the DPRK or the activities of the United Nations or its specialized agencies or related organizations or any other purpose consistent with the objectives of UNSCR 2321.
To prohibit the sale or supply of new helicopters and vessels to the DPRK. Except as approved in advance by the UN Security Council 1718 Sanctions Committee on a case-by-case basis.
To block and prohibit all transactions in property and interests in property of a person designated person, the DPRK government, or the Workers' Party of Korea.
To prohibit the acquisition and transportation of statues from the DPRK. Except as approved in advance by the UN Security Council 1718 Sanctions Committee on a case-by-case basis.
To prohibit the purchase and transportation of copper, nickel, silver, and zinc from the DPRK.
To deregister any vessel that is owned, controlled, or operated by the DPRK. To deny registration of any such vessel that has been deregistered by another state in accordance with paragraph 24 of UNSCR 2321.
To prohibit receiving vessel and aircraft crewing services from the DPRK.
To prohibit the DPRK from using real property on the territory of the Russian Federation for purposes other than diplomatic and consular activities.
To reduce the number of bank accounts to one account for each diplomatic mission and consular office of the DPRK in the territory of the Russian Federation and one bank account for a diplomat and a consular employee of the DPRK accredited in Russia.
To prohibit entry into or transit through the territory of the Russian Federation of members and officials of the DPRK government, officials of the DPRK armed forces who are involved in the implementation of the DPRK’s nuclear or ballistic missile programmes or other prohibited activities.
To inspect hand luggage and baggage of persons leaving the Russian Federation to the DPRK or arriving in the Russian Federation from the DPRK, and cargoes transported by rail or road.
To apply measures to vessels that are determined by the UN Security Council 1718 Sanctions Committee to be or have been associated with the implementation of the DPRK's nuclear or ballistic missile programmes or prohibited activities: to deregister a vessel; to redirect a vessel registered in the Russian Federation; to prohibit a vessel from entering ports, unless the entry is required due to an emergency situation, return to the vessel’s port of origination, or direction by the Committee; and to freeze a vessel as an asset.
To suspend scientific and technical cooperation with individuals or groups representing the DPRK except for medical exchanges unless: In the case of scientific or technical cooperation in the fields of nuclear science and technology, aerospace and aeronautical engineering and technology, or advanced manufacturing production techniques and methods, the UN Security Council 1718 Sanctions Committee has determined on a case by case basis that a particular activity will not contribute to the DPRK’s proliferation sensitive nuclear activities or ballistic missile related programmes; or In the case of all other scientific or technical cooperation, the State engaging in scientific or technical cooperation determines that the particular activity will not contribute to the DPRK’s proliferation sensitive nuclear activities or ballistic missile related programmes and notifies the UN Security Council 1718 Sanctions Committee in advance of such determination.
To prohibit the DPRK from supplying, selling, or transferring textiles, unless such trade in textiles for which written contracts have been finalized prior to the adoption of this resolution. To prohibit all States from procuring such items from the DPRK.
To prohibit any person that is owned or controlled by a US financial institution and established or maintained outside the US from knowingly engaging in any transaction with the DPRK government or any designated person for the imposition of sanctions described in § 510.201(a)(3)(vii) through (ix) and under an applicable Executive order or an applicable UNSC resolution.
