The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To freeze all property and interests in property of any person determined to own, control, or operate any port in the DPRK.
To freeze all property and interests in property of any person determined to have engaged in at least one significant importation from or exportation to the DPRK of any goods, services, or technology.
To freeze all property and interests in property of any person determined to operate in the construction, energy, financial services, fishing, information technology, manufacturing, medical, mining, textiles, or transportation industries in the DPRK.
To prohibit selling, supplying, transferring or exporting condensates and natural gas liquids, as listed in Annex XIc, to the DPRK.
To freeze all property and interests in property of a DPRK person who has engaged in commercial activity that generates revenue for the DPRK government or the Workers’ Party of Korea.
To prohibit any US person from approving, financing, facilitating, or guaranteeing a transaction by a foreign person where the transaction by that foreign person would be prohibited by subsection 3(a) of this order.
To prohibit any transaction by a US person or within the US that evades, avoids, or violates sanctions.
To freeze all property and interests in property of any person determined to operate in the construction, energy, financial services, fishing, information technology, manufacturing, medical, mining, textiles, or transportation industries in the DPRK.
To limit the number of work authorisations issued to DPRK nationals not to exceed the number already existing at the time of the adoption of UNSCR 2371.
To additionally designate 1 individual and 3 entities for asset freeze. *This measure is applied pursuant to UNSCR 2375.

To prohibit the opening, maintenance, and operation of all joint ventures or cooperative entities, new and existing, with DPRK entities or individuals, unless such joint ventures or cooperative entities, in particular those that are non-commercial, public utility infrastructure projects not generating profit, are approved by the Committee in advance. To close any such existing joint venture or cooperative entity within 120 days of the adoption of the resolution or the Committee's denial of a request for approval. Except for existing China DPRK hydroelectric power infrastructure projects and the Russia DPRK Rajin Khasan port and rail project solely to export Russia origin coal.
To prohibit providing work authorizations for DPRK nationals, unless employment of DPRK nationals is required for the delivery of humanitarian assistance, denuclearization or any other purpose consistent with the objectives of UNSC resolutions. Except for authorizations for which written contracts have been finalized prior to the adoption of this resolution.
To prohibit the supply, sale or transfer of all refined petroleum products to the DPRK. To prohibit the DPRK from procuring such products. Except for procurement by, or supply, sale or transfer to the DPRK of refined petroleum products in the amount of up to 500,000 barrels during an initial period of three months, and up to 2,000,000 barrels per year during a period of twelve months beginning on 1 January 2018 and annually thereafter, provided that the Member State notifies the Committee, the trade involves no individuals or entities that are associated with the DPRK’s nuclear or ballistic missile programmes or other prohibited activities, and the trade is exclusively for livelihood purposes and unrelated to generating revenue for the DPRK’s nuclear or ballistic missile programmes or other prohibited activities.
To prohibit facilitating or engaging in ship-to-ship transfers to or from DPRK flagged vessels of any goods or items that are being supplied, sold, or transferred to or from the DPRK.
To call upon all Member States to inspect vessels with the consent of the flag State, on the high seas, if there are reasonable grounds to believe that the cargo of such vessels contain prohibited items. If the flag State does not consent to inspection, the flag State shall direct the vessel to proceed to an appropriate and convenient port for the required inspection. In case of non-cooperation, the Committee shall consider designating the vessel for sanctions, and the flag State shall immediately deregister that vessel.
To authorize the Committee to designate vessels transporting prohibited items from the DPRK.
To expand the list of prohibited items by designating additional conventional arms related items, materials, equipment, goods, and technology.
To expand the list of prohibited items by designating additional WMD-related dual-use items, materials, equipment, goods, and technology.
To prohibit any person that is owned or controlled by a US financial institution and established or maintained outside the US from knowingly engaging in any transaction with the DPRK government or any designated person for the imposition of sanctions described in § 510.201(a)(3)(vii) through (ix) and under an applicable Executive order or an applicable UNSC resolution.
