The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To block and prohibit all transactions in all property and interests of the foreign financial institution which knowingly provides significant financial services to any designated person for the imposition of sanctions under section 104(a), (b) or (g), an applicable Executive order, or an applicable UNSC resolution.
To prohibit an entity owned or controlled by a US financial institution and established or maintained outside the US from knowingly engaging in any transaction described in section 201C(b) with the DPRK government or any person designated under section 104(a), (b) or (g), an applicable Executive order, or an applicable UNSC resolution.
To require a validated license for the export to the DPRK of any goods or technology otherwise covered under section 6(j) of the Export Administration Act of 1979 (50 U.S.C. 4605(j)). No defense exports may be approved for the DPRK government. To withhold assistance to the government of any country that provides that provides to or receives from the DPRK government a defense article or defense service, if the President determines that a significant type or amount of such article or service has been so provided or received. This prohibition shall terminate on the date that is 5 year after the date on which this prohibition is applied. Waiver: the Secretary of State may waive the prohibitions if the Secretary determines that such waiver is in the national interest of the US and submits a written report to the appropriate congressional committees. Exception to the provision of assistance for human rights, democracy, rule of law, maternal and child health, disease prevention and response, or humanitarian purposes.
To prohibit or impose strict conditions on, a correspondent account or a payable-through account by the foreign financial institution which knowingly provides significant financial services to any designated person for the imposition of sanctions under section 104(a), (b) or (g), an applicable Executive order, or an applicable UNSC resolution.
To designate any person that the President determines knowingly engages in a significant activity to charter, insure, register, facilitate the registration of a vessel owned, controlled, commanded, or crewed by a DPRK person.
To designate any person that the President determines knowingly contributes to and participates in a significant act of bribery of an official of the DPRK government or any person acting for or on behalf of that official, the misappropriation, theft, or embezzlement of a significant amount of public funds, or the use of any proceeds of such activity.
To prohibit the head of an executive agency from procuring, or entering into any procurement contract of, any goods or services from any person designated under section 104(a) or (g).
To block and prohibit all transactions in all property and interests of the foreign financial institution which knowingly provides significant financial services to any designated person for the imposition of sanctions under section 104(a), (b) or (g), an applicable Executive order, or an applicable UNSC resolution.
To designate any person that the President determines knowingly engages in the the importation from or exportation to the DPRK of significant quantities of coal, textiles, seafood, iron, iron ore, refined petroleum products or crude oil above UNSC limits, or related services or technology.
To designate any person that the President determines knowingly facilitates a significant transfer of funds or property of the DPRK government that materially contributes to any violation of UNSC resolutions.
To designate any person that the President determines knowingly engages in, facilitates, or is responsible for the exportation of workers from the DPRK, or the employment of such workers, in a manner that generates significant revenue for use by the DPRK government or by the Workers' Party of Korea.
To deny or revoke any license for any transaction that the President determines to lack sufficient financial controls to ensure that such transaction will not facilitate any activity described in section 104(a), (b), or (g).
To designate any person that the President determines knowingly sells or transfers a significant number of vessels to the DPRK.
To expand the list of the items subjected under the cargo inspection.
To add four lists of additional conventional arms and weapons of mass destruction-related items, materials, equipment, goods, and technology to which prohibition on the supply, procurement, transfer, as well as the prohibitions related to technical and financial assistance apply.
To apply coercive measures in order to implement UNSC resolutions.
To additionally designate 3 vessels for a port entry ban and for deflagging. *This measure transposes sanctions imposed on 16 October 2018 by the UNSC Committee.
To prohibit the export, import and supply, or transfer of strategic items, as determined by Nuclear Suppliers Group, Missile Technology Control Regime and Australia Group.
To prohibit the export, import and supply, or transfer of items listed in Attached Form 5 - DPRK related controlled items, materials, equipment, goods and technology related to weapons of mass destruction and conventional weapons.
