The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To prohibit the provision to the DPRK of any technical and advisory assistance, services related to the supply, manufacture, operation or use of items listed in Appendix No. 3, as well as the provision of brokering or other intermediary services related to the provision, maintenance or use of products from Appendix No. 3 to other states or the supply, sale or transfer to or exports from other States.
To ban transit movement through the territory of the Russian Federation, export or transfer to the DPRK of luxury goods listed in Appendix No. 4 of this Executive Order.
To exercise enhanced vigilance over DPRK diplomatic personnel so as to prevent such individuals from contributing to the implementation of the DPRK’s nuclear or ballistic missile programmes, or other prohibited activities.
To ensure that any individual or entity in the DPRK, or individuals or entities subject to sanctions, or any individual or entity acting on their behalf, do not submit a claim for payment of any contract or obligation, the execution of which is prohibited by this and previous Executive Orders.
To prohibit the provision of public financial support for trade with the DPRK, if such support could contribute to DPRK’s nuclear or ballistic missile programmes, or other activities prohibited by this and previous Executive Orders.
To prohibit the export of dual-use items and technologies related to weapons of mass destruction programs and their means of delivery to the DPRK.
To designate 9 entities and 2 individuals for asset freeze who are related to DPRK's nuclear-related, ballistic missile-related and other weapons of mass destruction related programmes.
To restrict or ban the exportation and importation of goods when trade with trading partner countries is hurt or likely to be hurt by drastic changes in trading circumstances due to international cooperation for maintaining world peace and security.

To request Japanese financial institutions and financial institutions located in Japan to refrain from establishing or maintaining correspondent relationships with DPRK financial institutions.
To additionally designate 2 entities and 3 individuals for asset freeze pursuant to UNSC 2094.
To deny permission for landing, take-off and over-flight of aircraft, if there are reasonable grounds to believe that the aircraft contains prohibited items by UNSC resolutions.
To additionally designate 1 entity and 4 individuals for asset freeze that are involved in DPRK's nuclear-related, ballistic missile-related or other weapons of mass destruction-related programmes.
To continue strict implementation of inspection if there are reasonable grounds to believe that the cargo contains prohibited items by UNSC resolutions.
To deny an application for a banking license for opening a branch or establishing a subsidiary of a DPRK financial institution in Japan or an application from a Japanese financial institution to open a branch or establish a subsidiary in the DPRK.
To call upon States to deny permission to any aircraft to take off from, land in, or fly over their territory, if the aircraft is suspected of carrying prohibited items, except in the case of an emergency landing.
To call upon States to prevent the suppy, sale or transfer to or from the DPRK of any item that could contribute to the DPRK’s nuclear or ballistic missile programmes, prohibited activities, or to the evasion of sanctions.
To call upon States to prohibit financial institutions from opening offices, subsidiaries or banking accounts in the DPRK if such financial services could contribute to DPRK’s nuclear or ballistic missile programmes, and other activities prohibited.
To apply the measures of asset freeze specified in paragraph 8(d) of UNSC resolution 1718 to the individuals and entities listed in Annex I and II of this resolution and to any individuals or entities acting on behalf or at the direction and entities owned or controlled by them.
