The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To prohibit the export, import and supply, or transfer of para-aramid fibre (Kevlar and other Kevlar-like), filament and tape.
To prohibit the export, import and supply, or transfer of graphite designed or specified for use in Electrical Discharge Machining (EDM) machines.
To prohibit the export, import and supply, or transfer of perfluorinated lubricants.
To prohibit the export, import and supply, or transfer of bellows sealed valves.
To prohibit the export, import and supply, or transfer of special corrosion resistant steels — limited to steels resistant to Inhibited Red Fuming Nitric Acid (IRFNA) or nitric acid, such as nitrogen stabilized duplex stainless steel (N-DSS).
To prohibit the export or transferof jewelry such as pearls, precious metal, gems, precious stones (including diamonds, sapphire, ruby and emerald).
To prohibit the export, import and supply, or transfer of ultra high-temperature ceramic composite materials in solid form (i.e. blocks, cylinders, tubes or ingots) in any of the following form factors: cylinders having a diameter of at least 120 mm and a length of at least 50 mm; tubes having an inner diameter of at least 65 mm and a wall thickness of at least 25 mm and a length of at least 50 mm; blocks having a size of at least 120 mm × 120 mm × 50 mm.
To additionally designate 1 entity for asset freeze that is involved in DPRK's nuclear-related, ballistic missile-related or other weapons of mass destruction-related programmes pusuant to designation by the UNSC Sanctions Committee.
To add an entity and an individual for sanctions of asset freeze and travel ban.
To add an entity for sanctions.
To update the embargo list on nuclear and missile items against the DPRK.
To prohibit Russian financial institutions from opening representative offices or bank accounts in the DPRK if there is information that this may contribute to the implementation of the DPRK nuclear program, ballistic missile program and other prohibited activities.
To prohibit the opening of new organizations or representative offices of DPRK banks in Russia. To prohibit DPRK banks from establishing new joint ventures, becoming their shareholders (participants) or establishing or maintaining correspondent relations with Russian banks.
To prohibit the provision of financial services or the transfer of any financial and other assets or resources, including cash, that can contribute to the implementation of the DPRK’s nuclear or ballistic missile programmes, or other prohibited activities. This also applies to the movement of cash, including through couriers going to and from the DPRK.
To prohibit entry into or transit through the territory of the Russian Federation of individuals listed in Appendix No. 1, acting on their behalf or at their direction, or in relation to individuals assisting in evading UNSC sanctions or the implementation of measures pursuant to the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010 and this order. If such individuals are citizens of the DPRK, they should be expelled from the territory of the Russian Federation and repatriated to the DPRK.
To prohibit financial transactions of individuals and entities listed in Appendix No. 1 and 2, entities owned or controlled by them, and any individuals or entities acting on behalf or at the direction of them or individuals or entities included in the sanctions list of the UN Security Council 1718 Sanctions Committee.
To deny permission to any aircraft to take off from, land in, or fly over the territory of Russian Federation, if there are reasonable grounds to believe that there are products on board the aircraft which are prohibited pursuant to the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010 and this order. Except for an emergency landing.
To deny entry to a Russian port, if a vessel refuses to allow an inspection after such inspection is authorized by the flag State, or if a DPRK-flagged vessel refuses to undergo inspection provided for paragraph 1(д) of the Executive Order No. 381 of 27.03.2010. Except when such entry is required for the inspection of the vessel, in an emergency or when the vessel returns to the port of registry.
To inspect cargoes located in the territory of the Russian Federation or transiting through the territory of Russian Federation, which have originated in the DPRK or are destined for the DPRK, including cargoes registered as a result of the provision of intermediary services by the DPRK, citizens of the DPRK, individuals or entities acting on their behalf, if there are reasonable grounds to believe that these cargoes contain products prohibited pursuant to the Executive Order № 665 of 27.05.2007, № 381 of 27.03.2010 and this order.
To prohibit the supply, sale or transfer to or from the DPRK, individuals and entities acting in the interests of the DPRK, of any products if the Russian Federation determines that such products may contribute to the DPRK’s nuclear-related, ballistic missile-related or other weapons of mass destruction-related programmes and to other activities prohibited by this and previous Executive Orders.
