The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To apply the sanctions described in section 204, 205(c), or 206 to the person designated under section 104(b).
To apply any applicable special measures described in section 5318A of title 31, United States Code to any person designated under section 104(b).
To require a validated license for the export to the DPRK of any goods or technology otherwise covered under section 6(j) of the Export Administration Act of 1979 (50 U.S.C. 4605(j)). No defense exports may be approved for the DPRK government. To withhold assistance to the government of any country that provides lethal military equipment to the DPRK government. This prohibition shall terminate on the date that is 1 year after the date on which this prohibition is applied. Waiver: the Secretary of State may waive the prohibitions if the Secretary determines that such waiver is in the national interest of the US and submits a written report to the appropriate congressional committees. Exception to the provision of assistance for human rights, democracy, rule of law, or emergency humanitarian purposes.
To prohibit the head of an executive agency from procuring, or entering into any procurement contract of, any goods or services from any person designated under section 104(a).
To seize and forfeit a vessel, aircraft, or conveyance used to facilitate any of the activities described in section 104(a) under the jurisdiction of the US.
To deny a visa to, and entry into the US of, any alien who is a designated person, a corporate officer of a designated person, a corporate officer of a designated person, or a principal shareholder with a controlling interest in a designated person.
To designate under section 104(a) any person identified in the report required under section 209(a)(1) that knowingly engages in significant activities undermining cybersecurity through the use of computer networks or systems against foreign persons, governments, or other entities on behalf of the DPRK government.
To maintain sanctions with respect to activities of the DPRK government, persons acting for or on behalf of that government, or persons located in the DPRK that undermine cybersecurity provided for in Executive Order 13687 or Executive Order 13694 until the date that is 30 days after the date on which the President submits to Congress a certification that they are no longer engaged in the illicit activities described in such Executive Orders, including actions in violation of UNSC resolutions.
To designate under section 104(a) any person that knowingly engages in censorship or serious human rights abuses by the DPRK government.
To designate any person that the President determines knowingly trades with the DPRK in any goods, services, or technology controlled for export by the US because of their use for weapons of mass destruction or delivery systems for such weapons.
To designate any person that the President determines knowingly provides training, advice, or other services or assistance to, or engages in significant financial transactions, relating to DPRK’s mass destruction weapons programs.
To designate any person that the President determines knowingly trades in luxury goods with the DPRK.
To reduce the lowest amount that requires notification for payment to the DPRK from equivalent to 1 million yen to 100,000 yen. To ban the payment to the DPRK, except for the cases in which the amount is less than 100,000 yen with humanitarian purposes.
To ban the entry of DPRK citizens. To ban the re-entry of individuals residing in Japan with an aim to go to the DPRK who are DPRK authority officials, foreign citizens who are sentenced for the violation of the trade and financial measures against the DPRK, and foreign experts on nuclear and missile technology. To request all residents not to visit the DPRK. To suspend Japanese government officials' visit to the DPRK. To ban the landing of DPRK flag vessels' crew members and of foreign crew members who are sentenced for the violation of the trade and financial measures against the DPRK.
To ban the entry of all DPRK-flagged vessels including those for humanitarian purposes, and of third-country flagged vessels which have previously called at ports in the DPRK.
To additionally designate entities and individuals for asset freeze.
To cease the operations of the Kaesong industrial complex, in order to stop funds of the Gaeoseong Industrial Complex from being used to support the development of DPRK’s nuclear and missile capabilities, and to protect businesses of the ROK.
To designate 7 thrid-party nationals (3 individuals and 4 entities) for financial sanctions who indirectly supported the DPRK through arms trade, in addition to the list by UNSC.
To designate a person for restrictions on financial transactions who is designated by the Security Council Committee pursuant to UNSCR 1718 and subsequent resolutions. To designate a person for restrictions on financial transactions when it is deemed necessary to prevent the financing of terrorism and proliferation of weapons of mass destruction.
To prohibit making donations by, to, or for the benefit of any person whose assets are blocked pursuant to this order.
