The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To prohibit registering a vessel in the DPRK or using a DPRK flag for a foreign vessel.
To prohibit leasing or chartering of vessels or aircraft, or providing crew services, to the DPRK, designated entities and individuals, and anyone found to be engaged in sanctions evasion.
To inspect all cargo that is headed to or from the DPRK, or has been brokered or facilitated by the DPRK, or is transported on DPRK-flagged aircraft or vessels.
To prevent specialized teaching or training of DPRK nationals that could contribute to DPRK’s proliferation sensitive nuclear activities or the development of nuclear weapon delivery systems.
To close the representative offices of designated entities, and prohibit such entities from participating in joint ventures or any other business arrangements. To expel a DPRK national who is a representative of such an office.
To expel DPRK public officals and foreign nationals who work on behalf or at the direction of a designated individual or entity, or who assist in the evasion of sanctions, unless the presence of the individual is required for fulfillment of a judicial process or exclusively for medical, safety or other humanitarian purposes, or the Committee has determined on a case by case basis that the expulsion of the individual would be contrary to the objectives of UNSC resolutions.
To prohibit foreign vessels that has called at a port in the DPRK on or after February 19, 2016 from entering the ports in Japan.
To prohibit any transfers of credit or payments of any person designated under section 104(b) that are subject to the jurisdiction of the US and involve any interest of such person.
To prohibit payments to the DPRK. *This measure was adopted in order to implement the Cabinet Decision dated 10 February 2016.
To additionally designate 1 entity and 10 individuals for asset freeze that are involved in DPRK's nuclear-related, ballistic missile-related or other weapons of mass destruction-related programmes. *This measure was adopted in order to implement the Cabinet Decision dated 10 February 2016.
To lower the minimum amount requiring notification of portable export of means of payment from 1 million yen to 100,000 yen. *This measure was adopted in order to implement the Cabinet Decision dated 10 February 2016.
To designate any person that the President determines knowingly contributed to the bribery of an official of the DPRK government or any person acting for or on behalf of that official, the misappropriation, theft, or embezzlement of public funds, or the use of any proceeds of such activity.
To designate any person that the President determines knowingly engages in, is responsible for, or facilitates censorship by the DPRK government.
To designate any person that the President determines knowingly engages in, is responsible for, or facilitates serious human rights abuses by the DPRK government.
To designate any person that the President determines knowingly engages in money laundering, the counterfeiting of goods or currency, bulk cash smuggling, or narcotics trafficking that supports the DPRK government.
To designate any person that the President determines knowingly engages in significant activities undermining cybersecurity on behalf of the DPRK government.
To designate any person that the President determines knowingly trades with the DPRK government in a significant amount of precious metals, graphite, raw or semi-finished metals, aluminum, steel, coal, or software, related to weapons of mass destruction and delivery systems for such weapons, the Workers’ Party of Korea, armed forces, internal security or intelligence activities, political prison or forced labor camps.
To designate any person that the President determines knowingly trades in any arms or related materiel.
To designate any person that the President determines knowingly engages in, contributes to, assists, sponsors, or provides financial, material, or technological support for, or goods and services in support of, any designated person pursuant to an applicable UNSC resolution.
To designate any person that the President determines knowingly materially assisted, sponsored, or provided significant financial, material, or technological support for, or goods or services to or in support of, the activities described in paragraph (A) or (B) of section 104(b)(1).
