The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To expand the list of prohibited items by designating additional conventional arms related items, materials, equipment, goods, and technology.
To apply the measures of preventing entry specified in paragraph 8(e) of UNSC resolution 1718 to the individuals listed in Annex I of this resolution and to individuals acting on their behalf or at their direction.
To apply the measures of asset freeze specified in paragraph 8(d) of UNSC resolution 1718 to the individuals and entities listed in Annex I and II of this resolution and to any individuals or entities acting on their behalf or at their direction, and to entities owned or controlled by them.
To require a validated license for the export to the DPRK of any goods or technology otherwise covered under section 6(j) of the Export Administration Act of 1979 (50 U.S.C. 4605(j)). No defense exports may be approved for the DPRK government. To withhold assistance to the government of any country that provides that provides to or receives from the DPRK government a defense article or defense service, if the President determines that a significant type or amount of such article or service has been so provided or received. This prohibition shall terminate on the date that is 2 year after the date on which this prohibition is applied. Waiver: the Secretary of State may waive the prohibitions if the Secretary determines that such waiver is in the national interest of the US and submits a written report to the appropriate congressional committees. Exception to the provision of assistance for human rights, democracy, rule of law, maternal and child health, disease prevention and response, or humanitarian purposes.
To designate any person that the President determines knowingly provides significant amounts of fuel or supplies, provides bunkering services, or facilitates a significant transaction to operate or maintain, a vessel or aircraft that is designated or that is owned or controlled by a designated person.
To prohibit correspondent accounts from being used to provide significant financial services indirectly to any person, foreign government, or financial institution designated under section 104. Exception: A US financial institution is authorized to process transfers of funds to or from the DPRK, only if the transfer arises from, and is ordinarily incident and necessary to give effect to, an underlying transaction that has been authorized by a specific or general license issued by the Secretary of the Treasury, and does not involve debiting or crediting a DPRK account.
To designate any person that the President determines knowingly trades in any arms or related materiel or any defense article or defense service with the DPRK.

Mandatory asset blocking: To block and prohibit all transactions in property and interests in property of a person designated under section 104(a), the DPRK government, or the Workers' Party of Korea. Discretionary asset blocking: To block and prohibit all transactions in property and interests in property of a person designated under section 104(b).
To designate any person that the President determines knowingly facilitated the operation of any branch, subsidiary, or office of a DPRK financial institution. Except as specifically approved by the UNSC, and other than through a correspondent account as described in section 104(a)(14).
To designate any person that the President determines knowingly conducted a significant transaction in the DPRK's transportation, mining, energy, or financial services industries.
To designate any person that the President determines knowingly engaged in, facilitated, or was responsible for the exportation of workers from the DPRK in a manner intended to generate significant revenue for use by the DPRK government or by the Workers' Party of Korea.
To designate any person that the President determines knowingly purchased or otherwise acquired significant types or amounts of food or agricultural products from the DPRK government.
To designate any person that the President determines knowingly purchased or otherwise acquired fishing rights from the DPRK government.
To designate any person that the President determines knowingly engaged in, facilitated, or was responsible for the online commercial activities of the DPRK government.
To designate any person that the President determines knowingly sold, transferred, or otherwise provided significant amounts of crude oil, condensates, refined petroleum, other types of petroleum or petroleum byproducts, liquified natural gas, or other natural gas resources to the DPRK government. Except for heavy fuel oil, gasoline, or diesel fuel for humanitarian use or as excepted under section 104(a)(11).
To designate any person that the President determines knowingly facilitated a significant transfer to or from the DPRK government of bulk cash, precious metals, gemstones, or other stores of value.
To designate any person that the President determines knowingly facilitated a significant transfer of funds or property of the DPRK government in violation of UNSC resolutions.
To designate any person that the President determines knowingly purchased or otherwise acquired significant types or amounts of textiles from the DPRK government.
To prohibit any person that is owned or controlled by a US financial institution and established or maintained outside the US from knowingly engaging in any transaction with the DPRK government or any designated person for the imposition of sanctions described in § 510.201(a)(3)(vii) through (ix) and under an applicable Executive order or an applicable UNSC resolution.
