The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To prohibit the export, import and supply, or transfer of items which are likely to be diverted for the purpose of manufacturing, developing, using, or storing weapons of mass destruction.
To prohibit the export, import and supply, or transfer of items listed in Attached Form 5 - DPRK related controlled items, materials, equipment, goods and technology related to weapons of mass destruction.
To prohibit the export of transportation items such as yachts, luxury automobiles, racing cars, aquatic recreational equipment (such as personal watercraft) and snowmobiles (valued greater than USD 2000).
To prohibit the import of gold, titanium ore, vanadium ore, and rare earth minerals.
To prohibit the import of coal, iron, and iron ore. Except for the importation of coal that has originated outside the DPRK and was transported through the DPRK solely for passing through the Port of Rajin (Rason), provided that such importation is unrelated to the DPRK’s nuclear or ballistic missile programs or other activities prohibited by UNSC resolutions, with approval from the Minister of Trade, Industry and Energy.

To prohibit technical training, advice, services or assistance related to the provision, manufacture, maintenance or use of the items listed in Article 49 subparagraph 1 to 3.
To call upon ROK nationals to stop using DPRK related commercial facilities such as restaurants overseas.
To prohibit the import of coal, iron and iron ore from the DPRK. Except in the case of importation that is entirely for livelihood purposes and is unrelated to generating revenue for the DPRK’s nuclear or ballistic missile programs or other prohibited activities by UNSC resolutions. Except in the case of importation of coal that has originated outside the DPRK and was transported through the DPRK solely for export from the Port of Rajin (Rason), provided that such transactions are unrelated to generating revenue for the DPRK’s nuclear or ballistic missile programs or other prohibited activities by UNSC resolutions.
To prohibit the export of aviation fuel, including aviation gasoline, naptha type jet fuel, kerosene type jet fuel, and kerosene type rocket fuel, to the DPRK. Except for the transfer of aviation fuel to the DPRK in order to meet verified essential humanitarian needs. Except for the sale or supply of aviation fuel to civilian passenger aircraft outside the DPRK which is exclusively for consumption during its flight.
To prohibit the import of gold, titanium ore, vanadium ore, and rare earth minerals from the DPRK.
To prohibit the vessels subject to sanctions imposed pursuant to paragraph 8(d) of UNSCR 1718 and other relevant decisions from entering the ports in Japan.
To prohibit the making of donations by, to, or for the benefit of any person whose assets are blocked pursuant to section 1 or 2 of this order.
To suspend entry into the US of aliens determined to meet the sanctions criteria in subsection 2(a) of this order.
To prohibit any conspiracy formed to violate sanctions.
To strengthen import and export control related to the DPRK including enhanced monitoring on DPRK items and compiling a watch-list of items tailored to the DPRK that could be used in DPRK's weapons of mass destruction programmes.
To prohibit any transaction by a US person or within the US that evades, avoids, or violates sanctions.
To prohibit the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose assets are blocked pursuant to this order. To prohibit the receipt of any contribution or provision of funds, goods, or services from any such person.
