The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To prohibit the provision of classification services and insurance or reinsurance services to the designated vessels listed in Annex VI. Except where the vessel is engaged in activities exclusively for livelihood purposes which will not be used by DPRK individuals or entities to generate revenue, or exclusively for humanitarian purposes.
To deny or revoke any license for any transaction that the President determines to lack sufficient financial controls to ensure that such transaction will not facilitate any activity described in section 104(a) or (b).
To prohibit the provision of bunkering or ship-supply services, or other servicing of vessels, to DPRK vessels, if there are reasonable grounds to believe that the vessels carry prohibited items, unless provision of such services is necessary for humanitarian purposes or until the cargo has been inspected, and seized and disposed of.
To prohibit leasing or chartering Member States' flagged vessels or aircraft or providing crew services to the DPRK, any persons or entities who are subject to sanctions or who have assisted in the evasion of sanctions or in the violation of the provisions of UNSC resolutions or of this Decision, any persons or entities acting on behalf or at the direction of any of the aforementioned, or any entities owned or controlled by any of the aforementioned.
To prohibit the procurement of vessels or aircraft services.
To deregister any vessels that is owned, controlled or operated by the DPRK. Not to register any vessel that has been deregistered by another State.
To prohibit registering vessels in the DPRK, obtaining authorisation for a vessel to use the DPRK flag, owning, leasing, operating, or providing any vessel classification, certification or associated service, or insuring any vessel flagged by the DPRK.
To prohibit the provision of insurance or reinsurance services to vessels owned, controlled, or operated by the DPRK. Except where the vessel is engaged in activities exclusively for livelihood purposes which will not be used by DPRK individuals or entities to generate revenue or exclusively for humanitarian purposes.
To prohibit the provision of services incidental to mining and the provision of services incidental to manufacturing in the chemical, mining and refining industry, to the DPRK. By way of derogation, the provision of services can be authorised, insofar as such services are intended to be used exclusively for development purposes that directly address the needs of the civilian population or the promotion of denuclearisation. The prohibition shall be without prejudice to the execution until 9 July 2017 of contracts concluded before 8 April 2017 or ancillary contracts necessary for the execution of such contracts.
To prohibit the provision of computer and related services to the DPRK. Except for the provision of services provided exclusively for the use of a diplomatic or consular mission or an international organisation that enjoys immunities. Except for the provision of services provided exclusively for development purposes that directly address the needs of the civilian population or the promotion of denuclearisation. By way of derogation, the provision of services may get authorized provided exclusively for development purposes that directly address the need of the civilian population or the promotion of denuclearisation. This shall be without prejudice to the execution until 9 July 2017, of contracts concluded before 8 April 2017 or ancillary contracts necessary for the execution of such contracts.
To prevent the entry into, or transit through, the territories of the persons designated by the Sanctions Committee or by the UN Security Council as being responsible for the DPRK's policies in relation to its nuclear-related, ballistic-missile-related or other weapons of mass destruction-related programmes, together with their family members, or persons acting on their behalf of or at their direction, as listed in Annex I. To exercise vigilance and restraint regarding the entry into, or transit through the territories of persons working on behalf or at the direction of a designated person or entity. Except where such travel is justified on the grounds of humanitarian need or where the Sanctions Committee concludes that an exemption would otherwise further the objectives of UNSC resolutions.
To prevent the entry into, or transit through, the territories of the persons, as listed in Annex II, who are responsible for, provide financial services or the transfer of any financial or other assets or resources that could contribute to, and involved in the supply of items, materials, equipment, goods and technology which could contribute to the DPRK's nuclear-related, ballistic-missile-related or other weapons of mass destruction-related programmes. Exemptions may get granted where travel is justified on the grounds of urgent humanitarian need, or on grounds of attending intergovernmental meetings and those promoted or hosted by the Union, or hosted by a Member State holding the chairmanship in office of the OSCE, where a political dialogue is conducted that directly promotes the policy objectives of restrictive measures, including democracy, human rights and the rule of law in the DPRK.
To prevent the entry into, or transit through, the territories of the persons working on behalf or at the direction of a designated person or entity listed in Annex I or Annex II or persons assisting in the evasion of sanctions or violating the provisions of UNSC resolutions as listed in Annex III. Except in case of transit of representatives of the DPRK government to the UN Headquarters to conduct UN business.
To prevent the entry into, or transit through, the territories of persons acting on behalf or at the direction of the entities of the DPRK government or the Workers' Party that the Council determines are associated with the DPRK's nuclear or ballistic-missile programmes or other activities prohibited by UNSC resolutions.
Prevention of entry shall not oblige a Member State to refuse its own nationals entry into its territory, and shall be without prejudice to cases where a Member State is bound by an obligation of international law.
To take the necessary measures to restrict the entry into or transit through the territories of members and officials of the DPRK government, and members of the DPRK armed forces, if such members or officials are associated with the DPRK's nuclear or ballistic-missile programmes or other activities prohibited by UNSC resolutions.
To expel DPRK nationals who are determined to be working on behalf of or at the direction of a designated person or entity listed in Annex I or Annex II, or assisting in the evasion of sanctions or violating the provisions of UNSC resolutions or of this Decision. Except where the presence of a person is required for the fulfilment of a judicial process or exclusively for medical, safety or other humanitarian purposes.
To expel an individual determined to be working on behalf of or at the direction of a DPRK bank or financial institution. Except where the presence of the individual is required for the fulfilment of a judicial process or exclusively for medical, safety or other humanitarian purposes, or the expulsion of the individual would be contrary to the objectives of UNSC resolutions.
To expel DPRK diplomats, government representatives or other DPRK nationals acting in a governmental capacity who are working on behalf of or at the direction of a designated person or entity listed in Annex I, II or III, or of a person or entity assisting in the evasion of sanctions or violating the provisions of UNSC resolutions or of this Decision. Except in case of transit of representatives of the DPRK government to the UN Headquarters or other UN facilities to conduct UN business. Except where the presence of a person is required for the fulfilment of a judicial process or exclusively for medical, safety or other humanitarian purposes, or the expulsion of a person would be contrary to the objectives of UNSC resolutions or this Decision.
To prohibit leasing from the DPRK real property which is situated outside the territory of the DPRK.
