The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To freeze all property and interests in property of any person determined to have provided training, advice, or other services or assistance, or engaged in financial transactions, related to any arms or related materiel.
To freeze all property and interests in property of any person determined to have engaged in money laundering, the counterfeiting of goods or currency, bulk cash smuggling, narcotics trafficking, or other illicit economic activity that involves or supports the DPRK government.
To freeze all property and interests in property of any person determined to operate in any industry in the DPRK economy, such as transportation, mining, energy, or financial services.
To freeze all property and interests in property of any person determined to have engaged in significant activities undermining cybersecurity on behalf of the DPRK government or the Workers’ Party of Korea.
To freeze all property and interests in property of any person determined by the Secretary of the Treasury: to be an agency, instrumentality, controlled entity, or an official of the DPRK government or the Workers’ Party of Korea; to have provided financial, material, or technological support for the DPRK government or any person whose assets are blocked pursuant to § 510.201(a)(3)(iii); or to be owned or controlled by the DPRK government or any person whose assets are blocked pursuant to § 510.201(a)(3)(iii).
To freeze all property and interests in property of any person knowingly engages in, is responsible for, or facilitates censorship by the DPRK government.
To freeze all property and interests in property of any person determined to have traded in metal, graphite, coal, or software, with the DPRK, where any revenue or goods received may benefit the DPRK government or the Workers’ Party of Korea, including DPRK's nuclear or ballistic missile programs.
To freeze all property and interests in property of any person determined to have engaged in, facilitated, or been responsible for the exportation of workers from the DPRK.
To freeze all property and interests in property of any person determined to have engaged in, facilitated, or been responsible for an abuse or violation of human rights.
To freeze all property and interests in property of any person knowingly trades with the DPRK government in a significant amount of precious metals, graphite, raw or semi-finished metals, aluminum, steel, coal, or software, related to weapons of mass destruction and delivery systems for such weapons, the Workers’ Party of Korea, armed forces, internal security or intelligence activities, political prison or forced labor camps.
To freeze all property and interests in property of any person determined to have traded in luxury goods with the DPRK.
To freeze all property and interests in property of any person determined to have engaged in at least one significant importation from or exportation to the DPRK of any goods, services, or technology.
To freeze all property and interests in property of any person the Secretary of the Treasury determines knowingly trades with the DPRK in any goods, services, or technology controlled for export by the US because of their use for weapons of mass destruction or delivery systems for such weapons.
To freeze all property and interests in property of the DPRK government or the Workers' Party of Korea.
To freeze all property and interests in property of any person determined to be owned or controlled by, or to have acted or purported to act for or on behalf of any person whose assets are blocked pursuant to § 510.201(a)(1) or § 510.201(a)(3)(iv).
To freeze all property and interests in property of the DPRK or a DPRK national that were blocked pursuant to the Trading With the Enemy Act as of June 16, 2000 and remained blocked on June 26, 2008.
