The database was launched in July 2023. It contains the laws, regulations and other measures related to sanctions against the DPRK, such as national legislations, measures for national enforcement and international agreements. The data provides information on the current DPRK sanctions regimes, including a short description of imposed measure, date of adoption, classification and link to its original source.
The dataset was curated by Yerim Seo, ONN Research Consultant, and reviewed by independent external experts. The database is updated as of 1 July 2023.
To include persons, entities and bodies in Annex XV, who have been identified by the Council as responsible for, as providing financial services or the transfer of any financial or other assets or resources that could contribute to, or as involved in the supply to or from the DPRK of arms and related material which could contribute to the the DPRK's nuclear-related, ballistic missile-related or other weapons of mass destruction-related programmes.
To prohibit granting financing or financial assistance to any person, entity or body referred to in points (d) to (f) of Article 17(1) or for the documented purpose of financing such persons, entities or bodies.
To include the entities or bodies of the Government of the DPRK, or the Workers' Party of Korea, persons, entities or bodies acting on their behalf or at their direction, and entities or bodies owned or controlled by them, which are associated with the DPRK's nuclear or ballistic missile programs or other prohibited activities.
To prohibit owning, leasing, operating, chartering, insuring or providing vessel classification services or associated services to any vessel flagged to the DPRK.
To prohibit authorising the opening of a representative office or the establishment of a branch or subsidiary in the Union of a credit or financial institution referred to in Article 21(2).
To prohibit importing, purchasing or transferring food and agricultural products listed in Annex XIg from the DPRK. By way of derogation, the import, purchase or transfer of such items can be authorised by no later than 21 January 2018 provided that the import, purchase or transfer is due under a written contract that entered into force prior to 22 December 2017.
To prohibit importing, purchasing or transferring vessels listed in Annex XIk from the DPRK. By way of derogation, the import, purchase or transfer of such items can be authorised by no later than 21 January 2018 provided that the import, purchase or transfer is due under a written contract that entered into force prior to 22 December 2017.
To prohibit the provision of bunkering or ship-supply services, or any other servicing of vessels, to DPRK vessels where there are reasonable grounds to believe that the vessels carry prohibited items, unless the provision of such services is necessary for humanitarian purposes.
To prohibit importing, purchasing or transferring lead and lead ore, as listed in Annex XIb, from the DPRK.
To prohibit concluding agreements for, or on behalf of, a credit or financial institution referred to in Article 21(2) pertaining to the opening of a representative office or the establishment of a branch or subsidiary in the Union.
To prohibit selling, supplying, transferring or exporting all industrial machinery, transportation vehicles, and iron, steel and other metals listed in part A of Annex Xil to the DPRK.
The export of spare parts needed to maintain the safe operation of DPRK commercial civilian passenger aircraft of the aircraft models and types listed in part B of Annex Xil can be authorised.
To prohibit importing, purchasing or transferring seafood, including fish, crustaceans, molluscs, and other aquatic invertebrates in all forms, as listed in Annex XIa, from the DPRK. To prohibit purchasing or transferring fishing rights from the DPRK.
To prohibit selling, supplying, transferring or exporting all refined petroleum products, as listed in Annex XId, to the DPRK. By way of derogation, transactions in refined petroleum products that are determined to be exclusively for humanitarian purposes can be authorised, provided that all of the following conditions are met: the transactions do not involve individuals or entities that are associated with the DPRK's nuclear or ballistic missile programmes or other prohibited activities, including designated persons, entities and bodies listed in Annexes XIII, XV, XVI and XVII, the transaction is unrelated to generating revenue for the DPRK's nuclear or ballistic missile programmes or other prohibited activities prohibited, and the Sanctions Committee has not notified the Member States that 90 % of the aggregate annual limit has been reached.
To prohibit trading in public or public-guaranteed bonds issued after 19 February 2013 with: the DPRK or the DPRK government, and its public bodies, corporations and agencies; the Central Bank of the DPRK; any credit or financial institution referred to in Article 21(2); a person, entity or body acting on behalf or at the direction of a legal person, entity or body referred to in point (i) or (ii); a legal person, entity or body owned or controlled by a person, entity or body referred to in point (i), (ii) or (iii); To prohibit providing brokering services with regard to public or public-guaranteed bonds issued after 19 February 2013 to a person, entity or body referred to in point (a). To prohibit assisting a person, entity or body referred to in point (a) in order to issue public or public-guaranteed bonds, by providing brokering services, advertising or any other service with regard to such bonds.
To inspect cargo within or transiting through the Union where there are reasonable grounds to believe that it may contain prohibited items in case the cargo originates in, is destined for the DPRK, or has been brokered or facilitated by the DPRK or its nationals or individuals or entities acting on their behalf.
To prohibit selling, supplying, transferring or exporting luxury goods as listed in Annex VIII, to the DPRK. Except for goods which are necessary for the official purposes of diplomatic or consular missions of Member States in the DPRK or of international organisations enjoying immunities in accordance with international law, or to the personal effects of their staff. A transaction with regard to goods referred to in point (17) of Annex VIII can be authorised, provided that the goods are for humanitarian purposes.
To prohibit importing, purchasing or transferring gold, titanium ore, vanadium ore and rare-earth minerals, as listed in Annex IV, from the DPRK.
To prohibit importing, purchasing or transferring luxury goods, as listed in Annex VIII, from the DPRK. Except for travellers' personal effects or to goods of a non-commercial nature for travellers' personal use contained in their luggage. Except for goods which are necessary for the official purposes of diplomatic or consular missions of Member States in the DPRK or of international organisations enjoying immunities in accordance with international law, or to the personal effects of their staff. A transaction with regard to goods referred to in point (17) of Annex VIII can be authorised, provided that the goods are for humanitarian purposes.
To prohibit any person that is owned or controlled by a US financial institution and established or maintained outside the US from knowingly engaging in any transaction with the DPRK government or any designated person for the imposition of sanctions described in § 510.201(a)(3)(vii) through (ix) and under an applicable Executive order or an applicable UNSC resolution.
